Rows are filtered to the latest adopted-budget publication to avoid counting multiple plan updates. Vendors use Checkbook NYC spending API (payee_name, fiscal_year). Toggles add NYC OMB closeout obligations from fpfg-qx2w.json plus USASpending federal awards.

Scope: The primary view is FY2024 adopted city-funds budget authority. Closeout Actuals are OMB plan obligations and must not be mixed with adopted authority.
